Computer Access For Low Income Communities

Course Description: Early in this century, policy-makers observed the growth of a new technology known as the telephone. Many thought that it was important to give every one access to this technology, and they pursued a variety of policies to make this happen. Today, some are arguing that access to computers and computer networks like the Internet is becoming as important as access to a telephone. How important is it to make this technology available to residents who might not otherwise be able to afford them? How can it be done effectively? How can it be done inexpensively? Should your tax dollars help pay for it? This project will attempt to meet the needs of agencies in Pittsburgh that are grappling with these difficult issues. It will be done in cooperation
