Abstract:
When the Environmental Protection Agency (EPA) mandated
the use of centralized automobile emissions testing
with I/M240 in parts of the State of Pennsylvania, the
state legislature moved to implement such a program.
However, only months before testing was scheduled to
begin, the plan was indefinitely postponed due to public
protest and suspicion of the actual effectiveness of
the new program. With the EPA's deadline for an enhanced
program already passed, the state legislature is aware
of the possibility of highway fund sanctions. These
concerns are heightened by Pennsylvania's previous experience
with such sanctions, also due to a delay in the implementation
of an automobile emissions testing program, in 1984.
It is the intention of this project to analyze Pennsylvania's
situation, while comparing the state's various automobile
emissions testing alternatives, including the ASM, BAR90,
and IM240 programs, which will subsequently be described.
It is hoped the findings of this project will help determine
the optimal, feasible solution, based upon the EPA's
requirements, effectiveness of the program, and legal
ramifications, which could then be suggested to the
Pennsylvania State Legislature for possible implementation.
