Dr. Gerard uses a law & economics approach to examine the development, implementation and enforcement of regulations, including the relationships between regulations and technological change. His recent research includes an interrelated set of projects associated with automobile regulations and transportation fuels regulations. These include setting environmental, fuel economy, and safety standards, how regulations affect technology choice, and how the type and reliability of technologies affect urban air quality and public health.

Dr. Gerard came to Carnegie Mellon as a research fellow in 2001. He has been the Executive Director of the Center for the Study and Improvement of Regulation (CSIR) since 2003.
