David Gerard is the executive director of the Center for the Study & Improvement of Regulation (CSIR). His area of expertise is the development, implementation and enforcement of regulations, and the effect of regulatory institutions on economic behavior, the environment and public safety. Two areas of central interest are risk regulations and the interrelationships between regulations and technological change. His current research interests include vehicle safety, the regulation of oil refineries and transportation fuels, automobile emissions, and the development of regulations to govern carbon sequestration. He is also on the development team of TrafficSTATS, an interactive website that calculates travel fatality risks for various vehicle types, demographic characteristics, and other parameters.

In addition, he teaches economics for the masters program in Engineering & Technology Innovation Management, as well as courses on institutions, regulation, and public policy in EPP and in the Department of Social & Decision Sciences.
