Davis's research interests include applied and theoretical
welfare economics, with special references to the
allocation of resources in imperfect markets and resource
allocation by government and other nonprofit organizations;
democratic theory and political influences in budgetary
processes; and the regulation of economic activity.

Davis has been active as President of the Public Choice
Society, 1970-72; Fellow of the Center for Advanced
Study in the Behavioral Sciences, 1974-75; fellow
of the Econometric Society, elected 1978; member of
the Policy Council of the Association for Public Policy
Analysis and Management, 1979; Research Director of
the Pennsylvania Tax Commission, appointed October
1979; member of the Board of Visitors to the Air University,
Maxwell Air Force Base, 1980-84; and President of
the Association for Public Policy Analysis and Management,
1983.
